Russian President Vladimir Putin held talks with Mohsen Rezaei, Secretary of Iran’s Supreme National Security Council, at the Kremlin in Moscow on November 5, 2026. The meeting focused on regional security, bilateral relations and diplomatic efforts amid continuing tensions involving Iran, the United States and Israel.
During the meeting, Rezaei delivered a message from Iran’s Supreme Leader Mojtaba Khamenei to Putin. According to Iranian state media, the communication was intended to be delivered directly to the Russian president, although its contents were not publicly disclosed.
The discussions also covered possible post-war arrangements and regional security mechanisms. Rezaei indicated that Russia had expressed its readiness to support diplomatic initiatives aimed at ending the conflict and reducing tensions across the Middle East.
Energy cooperation was another important subject. Both countries discussed the possibility of developing a natural gas pipeline connecting Russia and Iran. The proposed project could help Iran address domestic gas shortages while providing Russia with additional opportunities to expand its energy exports through regional markets.
The meeting took place amid continuing disagreements between Tehran and Washington over the conditions for ending hostilities. Iran has reportedly presented seven conditions to the United States for further diplomatic engagement. Rezaei also indicated that Tehran would not resume negotiations or agree to reopen the strategically important Strait of Hormuz until its demands were addressed.
The Strait of Hormuz remains a critical international shipping route, handling a significant share of global oil and gas transportation. Any prolonged disruption could affect international energy markets and maritime trade.
Iran has also maintained diplomatic contacts with several regional countries, including Saudi Arabia, Qatar, Kuwait, Oman, Turkiye and Jordan, as part of broader efforts to discuss the security situation.
Russia and Iran have expanded their cooperation in energy, trade, defence and regional diplomacy in recent years. The latest Kremlin meeting highlights Moscow’s continuing engagement with Tehran as diplomatic efforts seek to address the wider Middle East crisis.
