Parliamentary Panel Calls for DRDO KPIs, Stronger Roadmap for India’s Defence R&D

The committee has stressed the need for measurable project targets and stronger oversight as India expands investment in indigenous defence research and advanced military technologies.

The Parliamentary Standing Committee on Defence has called for a more structured and measurable approach to India’s defence research programmes, recommending that the Defence Research and Development Organisation (DRDO) introduce clear Key Performance Indicators (KPIs) for its projects.

The recommendation is intended to strengthen the monitoring of defence research programmes and provide a clearer assessment of whether projects are progressing according to planned timelines, budgets and technological objectives. The committee has placed particular emphasis on measurable outcomes so that the performance of major R&D programmes can be evaluated on the basis of tangible results.

Under the proposed approach, DRDO projects could be assessed through indicators covering development schedules, expenditure, technology maturity and operational effectiveness. Such a framework would give authorities a more consistent mechanism to track progress and identify programmes that require additional attention or corrective action.

The committee’s focus comes as India continues to increase its reliance on domestic defence research and technology development. Indigenous capabilities are being prioritised across several areas, including aerospace systems, missiles, propulsion, surveillance, electronic warfare, unmanned platforms and other technologies considered important for future military operations.

Alongside the introduction of project-level performance indicators, the parliamentary panel has called for greater focus on India’s overall Defence R&D roadmap. The proposed investment of around ₹33,000 crore in defence research underlines the government’s intention to expand the country’s technological base and support the development of advanced indigenous military systems.

For such investment to deliver long-term benefits, the committee has stressed the importance of effective utilisation of resources and close monitoring of research programmes. A stronger roadmap could help align funding and research priorities with the evolving requirements of India’s armed forces while encouraging the development of technologies that can eventually move from laboratories into production and operational service.

Defence R&D programmes often involve lengthy cycles of research, prototyping, testing and certification. As a result, evaluating them solely on expenditure or the completion of individual milestones may not provide a complete picture of their progress. Indicators related to technology readiness and operational performance can provide a more meaningful assessment of whether a system is moving towards successful induction.

The proposed KPI-based approach could also improve coordination between defence researchers, production agencies, industry and the armed forces. Clear performance targets can provide stakeholders with a common framework for evaluating progress and determining whether additional resources, technical intervention or changes in project execution are required.

The parliamentary panel’s recommendations come against the backdrop of India’s broader push for defence self-reliance. With the country seeking to expand domestic defence production and reduce dependence on overseas suppliers, successful development of critical technologies has become an important part of national defence planning.

By combining measurable KPIs with a stronger long-term R&D roadmap, India could improve the efficiency of defence research spending while creating greater accountability for major technology programmes.
