Mazagon Dock Shipbuilders Limited (MDL) has signed a Memorandum of Understanding (MoU) with National Shipbuilding & Heavy Industries Park Maharashtra Limited (NSHIPML) to participate as the anchor shipyard in the proposed greenfield shipbuilding cluster at Dighi in Maharashtra’s Raigad district.
Under the agreement signed on September 15, 2026, MDL plans to invest approximately ₹15,000 crore in establishing a new shipbuilding facility at Dighi. The proposed facility is planned to have an annual shipbuilding capacity of at least 1.2 million Gross Tonnage (GT) and will focus on the construction of large commercial vessels.
The Dighi project is part of a wider greenfield shipbuilding cluster being developed by NSHIPML. The overall investment associated with the broader cluster has been reported at around ₹27,000–₹27,500 crore, while MDL’s proposed contribution is approximately ₹15,000 crore.
MDL’s participation as the anchor shipyard is expected to provide a major industrial base for the development of the Dighi maritime cluster. The facility is also expected to support the growth of ancillary industries, suppliers, MSMEs and other maritime businesses around the shipbuilding ecosystem.
The proposed project represents an expansion of MDL’s capabilities beyond its established defence shipbuilding operations. The company is a major Indian shipbuilder known for constructing warships and submarines for the Indian Navy. The Dighi facility is intended to strengthen its presence in the commercial shipbuilding segment and support the construction of larger vessels.
The planned capacity of at least 1.2 million GT annually is expected to contribute to India’s efforts to increase domestic shipbuilding capacity and develop a stronger maritime manufacturing ecosystem. The initiative also aligns with the country’s broader maritime development objectives under Maritime Amrit Kaal Vision 2047.
The signing of the MoU marks a significant step toward the development of the Dighi greenfield shipbuilding cluster. Further progress on the facility will depend on subsequent project development, approvals and implementation activities.
