India and Bangladesh are preparing to discuss the possible restoration of cross-border passenger train services that have remained suspended since the political unrest in Bangladesh in 2024. The issue is expected to feature prominently during a two-day Inter-Governmental Railway Meeting (IGRM) beginning in Dhaka, where railway officials from both countries will review the future of international passenger connectivity.
The discussions are expected to focus on the possible return of the Maitree Express, Bandhan Express and Mitali Express, three important rail links that previously connected major cities in India and Bangladesh. According to officials familiar with the discussions, both sides are interested in examining the conditions required to restart these services.
The Maitree Express connects Dhaka and Kolkata, while the Bandhan Express links Khulna and Kolkata. The Mitali Express had provided a rail connection between Dhaka and New Jalpaiguri in West Bengal. The restoration of these services would provide an important passenger transportation option between the two neighbouring countries and could also support the revival of people-to-people links.
The three services were disrupted following the political turmoil and violent protests in Bangladesh in July 2024. The Maitree and Bandhan Express services were initially cancelled for a limited period before their suspension was extended indefinitely. The Mitali Express made its last journey to Dhaka in July 2024 and subsequently remained out of operation.
The upcoming railway meeting could also examine proposals for expanding cross-border connectivity. Bangladesh is expected to raise the possibility of introducing a new passenger rail link between Rajshahi and Kolkata. Dhaka may also propose operating the Maitree Express through the newly constructed Padma Bridge, potentially replacing its existing route through the Jamuna Bridge.
Officials have indicated that the passenger services could potentially return as early as October 2026, provided both governments reach an agreement and the necessary clearances are obtained. The restart would require approvals from relevant ministries, including authorities dealing with foreign affairs and internal security, before operations can formally resume.
The development comes after freight rail connectivity between the two countries was restored in February 2025 following a prolonged suspension. Passenger services, however, have remained halted, making their possible revival a significant step in rebuilding cross-border transportation links.
The railway discussions are taking place against the backdrop of wider efforts to manage India-Bangladesh relations following the political changes in Dhaka. While differences remain between the two countries on several issues, the proposed restoration of passenger trains could provide an opportunity to improve practical cooperation and reconnect communities that have relied on these services for travel.
If approved, the return of the Maitree, Bandhan and Mitali Express services would mark an important development in India-Bangladesh connectivity and could open the door to further cooperation on cross-border rail infrastructure and passenger transportation.
