India’s engagement with Vietnam is set for another high-level push as National Security Adviser Ajit Doval arrived in Hanoi on November 1, 2026, for an official visit focused on strengthening cooperation between the two countries. The visit is expected to provide an opportunity for New Delhi and Hanoi to assess their expanding strategic relationship and identify new areas of collaboration in defence and national security.
The Indian Embassy in Vietnam confirmed Doval’s arrival, stating that he would interact with the Vietnamese leadership as part of the Enhanced Comprehensive Strategic Partnership between the two nations. The upgraded partnership reflects the growing strategic importance of Vietnam in India’s regional engagement, particularly across Southeast Asia and the wider Indo-Pacific.
A major focus of the visit is expected to be the implementation of commitments made under the enhanced partnership. India and Vietnam have steadily expanded their cooperation beyond conventional diplomatic engagement, with defence relations, maritime security, intelligence coordination and technology emerging as important areas of mutual interest.
The visit also follows the fourth India-Vietnam Security Dialogue conducted in New Delhi on October 16, 2026. During the meeting, representatives from both countries reviewed their existing security cooperation and discussed challenges involving counter-terrorism, cybersecurity, economic security, maritime engagement and emerging technologies. The discussions also covered regional and international developments, highlighting the importance of closer coordination between the two governments.
Defence ties have become an increasingly important component of India’s relationship with Vietnam. Both countries are working towards expanding military cooperation through professional exchanges, training, defence industry engagement and technology partnerships. Their Joint Vision Statement on India-Vietnam Defence Partnership towards 2030 provides a framework for developing these areas further.
The two sides have also identified opportunities to strengthen defence manufacturing cooperation, explore joint research and encourage the co-production of defence technologies. Military exercises, naval port visits, Air Force exchanges and capacity-building programmes are among the established areas through which both countries are developing closer institutional links.
For India, Vietnam holds considerable strategic importance in Southeast Asia. Its geographical position along the South China Sea and its growing role in regional security discussions make it an important partner in New Delhi’s Act East Policy and Indo-Pacific approach. Both nations support maintaining freedom of navigation, respect for international law and stability in the region.
Maritime cooperation is therefore expected to remain an important part of the discussions. Greater coordination in maritime domain awareness, naval engagement, information exchange and maritime safety could help both countries improve their ability to address shared security concerns. Cooperation in search-and-rescue operations and hydrography also forms part of their broader defence relationship.
The partnership is not limited to military and traditional security matters. India and Vietnam are also exploring opportunities in digital technologies, artificial intelligence, energy security and cybersecurity. Strengthening cooperation in these sectors could help both countries address emerging threats while building greater resilience in their respective economies and critical infrastructure.
Political engagement between New Delhi and Hanoi has remained active throughout 2026. Vietnamese President To Lam’s visit to India in May resulted in the elevation of bilateral relations to an Enhanced Comprehensive Strategic Partnership. Subsequent high-level interactions, including Vietnamese Prime Minister Le Minh Hung’s participation in the BRICS Leaders’ Summit in New Delhi in September, have further maintained momentum in diplomatic relations.
With Doval’s arrival in Hanoi, India is seeking to maintain this momentum through closer engagement at the national security level. The visit highlights the importance New Delhi attaches to Vietnam as a strategic partner and reflects the broader effort to build stronger defence, security and technological cooperation across the Indo-Pacific region.
