India Faces Strategic Questions Over Possible NASA Moon Base Partnership

India’s space programme has developed largely through an independent approach, with missions such as Chandrayaan demonstrating the country’s ability to undertake complex lunar exploration. The possibility of deeper participation in a US-led lunar initiative therefore presents both an opportunity for technological cooperation and a strategic policy challenge.

NASA’s Moon Base initiative is expected to focus on establishing sustained infrastructure and operations on the lunar surface. India’s participation could provide ISRO with opportunities to work alongside advanced international partners and contribute its expertise to future lunar exploration. However, closer integration into a US-led framework could also influence how India balances its independent space ambitions with international partnerships.

One important consideration is India’s long-standing emphasis on multilateral space governance. The Artemis Accords provide principles for cooperation in lunar and deep-space exploration, while India has also supported international discussions through United Nations mechanisms, including the UN Committee on the Peaceful Uses of Outer Space. A deeper commitment to one framework could create questions about how India maintains its preferred multilateral approach.

The issue of lunar resources could become another significant consideration. Future lunar missions are expected to examine the utilisation of resources such as water ice, particularly around the Moon’s polar regions. As commercial and strategic interest in lunar resources increases, India may need to ensure that any cooperation protects its long-term scientific and commercial interests.

Geopolitical considerations are equally important. Space is becoming an increasingly competitive domain involving the United States, China, Russia, Japan, Europe and other emerging space powers. India has traditionally sought flexibility in maintaining relationships with multiple major spacefaring nations. Excessive dependence on any single international programme could potentially reduce that flexibility.

Project-specific agreements could also become important. While the Artemis Accords themselves are voluntary, individual missions and programmes may involve separate technical, financial and operational commitments. India would therefore need to evaluate such arrangements carefully to ensure that future policy decisions remain consistent with national priorities.

For ISRO, the central challenge will be finding the right balance between international cooperation and technological independence. Participation in NASA’s Moon Base programme could strengthen India’s capabilities and global role in lunar exploration, but New Delhi is likely to assess the wider strategic implications before making long-term commitments.

India’s approach to the Moon is therefore expected to remain focused not only on scientific achievement but also on preserving strategic autonomy, technological self-reliance and freedom of action in the increasingly competitive space environment.
